New Delhi, October 26: The Lok Gathbandhan Party (LGP) today said that country’s premier investigation agency- CBI- whose image has been badly painted in black hues over the years because of its politicisation, requires organisational and functional overhaul. The LGP said CBI, once dubbed as “caged parrot†by the Supreme Court, has lost credibility and present brawl between top leadership has put a question mark on its working ability.
The spokesman of the party said here on Friday that just providing two-year fixed tenure to its chief is not enough but its autonomy should be at par with the election commission and CAG. Since a crisis of confidence has emerged in the agency following the present situation, the spokesman said it is high time to take measures to place the agency above all political pressure. The spokesman said with trustworthiness of the agency touching its nadir, reform in CBI, which has been hanging fire for a long time, has just become even more imperative. The spokesman said governmental control through selection of the officers on deputation from the police has a conflict of interest. Thus as a part of reform the CBI should be empowered to draw its cadre from wide governmental pool of talents with their proven record of honesty, integrity and transparency.
Laying stress on enacting fresh law to make CBI a statutory body, the spokesman said it is ridiculous that even after lapse of several decades the agency has been functioning under clauses that draw institutional validity from old Delhi Special Police Establishment Act and the apex court efforts in the past to ensure operational freedom have failed to yield positive results because of continued political interference. The spokesman said corrupt ruling political parties donot want to give independence to the agency as it is against their vested interest. The spokesman said unless law-backed autonomy is provided to the agency the crisis of credibility would continue to haunt it. The spokesman thus said whole organisational set up should be under supervision and control of a committee consisting of executive, legislature and judiciary and the agency, with its own dedicated budget, should be answerable to this body only.
