New Delhi: Death penalty, lynching in public and castration were among demands made in Rajya Sabha on Monday as MPs, cutting across party lines, expressed outrage over the Hyderabad gangrape and murder case and other incidents in the country:
Congress: Leader of the Opposition Ghulam Nabi Azad believed society needed to tackle the problem at its root and that the guilty should be given stringent punishment without any discrimination of religion or caste. Also, Mohd. Ali Khan wanted timelines to be set for the trial of accused in fast track courts.
Samajwadi Party: Jaya Bachchan wanted security personnel in-charge of the area in Hyderabad where the crime took place be held accountable and questions be asked. The rapists should be “brought out in public and lynched,” she added.
DMK: P Wilson said courts should be empowered to surgically and chemically castrate convicted rapists before they are released from jails, in order to check repeat offenders. The cost of such a procedure should be recovered from the accused by selling his assets, he said, adding that a list of sexual offenders should also be made public.
AAP: Sanjay Singh believed stringent action in all cases of sexual assault on women should be taken after a trial in fast track court and punishment be given within a timeframe.
BJD: Amar Patnaik was in favour of death for such heinous crimes.
CPM: TK Rangarajan pointed out that laws framed to tackle crime are not percolating down.
TDP: Raising the issue of delay in police action in the Hyderabad incident over jurisdiction dispute between police stations, Kanakamedala Ravindra Kumar wanted capital punishment be given to the rapists in public.
AIADMK: Vijila Sathyananth demanded fast track courts to trial in rape cases as well as a complete ban on sale of drugs that was fuelling such incidents.
BJP: RK Sinha pointed out that capital punishment is yet to be given to the guilty of the 2012 ‘Nirbhaya’ rape case due to appeals in the case.
Also in the Lok Sabha, Congress’ Uttam Kumar Reddy slammed both the Telangana home minister for his purported “insensitive” remarks and the state police for initially delaying to lodge a case. While TMC’s Saugat Roy said rape convicts should be hanged, Pinaki Misra of the BJD also questioned the delay in executing the death sentence awarded to convicts in the ‘Nirbhaya’ case. Laws and establishment on fast track courts will not make a differences till the time the death sentences are not executed, added Misra.
